For 1100, it is a decent deal, just keep in mind, if you buy it you are buying a 1100 GERMAN car, parts aren't ridiculously expensive, but it's no Japanese car either. What were you planing on using it for, DD, or project?

I would take him down to 1000, and pick it up. Talk to the guy, and see what all is immediately wrong with it, and go over to this site
Check out how much it'll be to fix up everything that is wrong, and have fun, I would do it. Looks a little beat up, but not too bad, make sure you check for rust, I know the big rust areas for an E30 but not an E36.

I don't know what the big rust areas for an e36 are but for an e30 if I remember correctly, it's the bottoms of the doors (seals can break and water can collect up there) the license plate area, the fender wells, those are the big hot spots. It was like 8 months ago I was looking to getting and 86 e30, so I was looking it up. Just look up common problems with an e36, should be tons of info. Don't want to get caught with your pants down so to speak if you find something crazy after you buy the car
